What is an Occupancy Certificate (OC)?

An Occupancy Certificate (OC) is an official document issued by the local municipal or development authority certifying that a building has been constructed in compliance with approved building plans and is safe for human habitation. It verifies that the structure meets all fire safety, structural integrity, electrical safety, and sanitation standards required by law.

Why the OC Matters for Homebuyers

The Occupancy Certificate is arguably the single most important document a homebuyer should verify before taking possession. Without a valid OC, a building is technically not authorized for residence. This has several practical consequences:

OC vs Completion Certificate (CC)

While often confused, the OC and CC serve different purposes. The Completion Certificate confirms that the building was constructed according to the approved plan. The Occupancy Certificate goes further, certifying that the building is safe and fit for occupation. A builder must first obtain the CC and then apply for the OC. Both documents are essential, but the OC is the final confirmation that residents can legally move in.

How NBCC Projects Handle the OC Process

As a government enterprise, NBCC follows structured protocols for obtaining all necessary certifications including the OC. For Fab Luxe Residences by Forbes Global Properties, the OC process will be part of the final construction phase, with applications filed upon completion of each tower cluster. NBCC's government status ensures that the certification process is handled with institutional rigor rather than private developer shortcuts.
